Hard filters

Before scoring, tools that fail any of these conditions are excluded entirely:

BudgetTool has no free plan and its base price exceeds your estimated per-user budget
Technical levelTool's learning curve rating is below the threshold for your team's tech level (Q8)
Team sizeTool is not designed to support your team size (Q6)
External accessTool does not support the level of external users you require (Q7)

Priority ranking

Priorities are weighted by rank: rank 1 carries 5× the weight of rank 5. This means your top-ranked priority has a much larger impact on results than lower-ranked ones.
